Please someone! give me advice!

Dear Forum members!
I know its the place to introduce, but im not a dog owner.
I just living in the Netherlands and I have a Golden Retriever dog in my neighbour. My neighbour is an mid aged woman or older. I living here from 2011. When I moved here the dog was here already. Mostly was silent. But from the last year August, I hear the dog always cries alone in the garden. Anytime I look out from my window I see the dog is closed out to the front of the garden where is only concrete floor (maybe 25 m2). I did never talk to the woman who is the owner of the dog, because she even did not receive my welcome on the first day, she never say hello to me even if I do. Maybe she don't likes foreigners... I can understand if so, but I affraid for the dog... Once I talked to her mother and she said: her doughter can't talk - have problem with speak, maybe sick or something. Her mother not comes too often, or i'm just not here in the same time. So I have not much chance to communicate her. I speak only English in this moment.
I simply affraid for the dog. I think it's not normal if a dog cries months long every single day... The woman always home, I'm sure she don't go anywhere except the supermarket, but she never goes out to the garden if the dog cries. Sometimes i see her on the streets with the dog, but not so frequently. Im sure she feeds the dog, but seems like she don't give attention enough. I feel already bad in my herart if I hear the dog cries alone on the concrete... Maybe the dog is sick? If I had a sick dog, I don't let him/her cry alone.... I don't want to arrest her or anything because I even don't know about the whole situation. I just would like to get some advice what I should to do in this situation? I don't feel like I should to let this dog suffer more longer. I suppose the dog mostly cries when he/she sees some activity in the house/kitchen, but the woman never visit the dog... I can record a video from my window, but I think it's not legal. Please someone give me advice!
